Can't buy 787-9 via xbox PC marketplace.

Hello. I have recently tried buying the 787-9 via the xbox marketplace on a PC, I contacted microsoft on phone and was on the phone for them at least 1 hour and 30 minutes, they gave me steps and I did them and yet I still can't buy the bravo airspace 787-9, I contacted MSFS they also sent me steps to do which I did and it's still not wrking, since I'm on PC is there a way to purchase via paypal or something?
